GAINESVILLE - A tennis instructor told the city council Thursday he feels he is being treated unfairly by the Gainesville Parks and Recreation Department.

Greg Lyons said a new ordinance is forcing him to pay unreasonable fees to conduct tennis clinics on public courts which other instructions, including his former partner, are not having to pay.

City manager Bryan Shuler defended the new policy; parks department officials were not available for comment Thursday afternoon.
