Ethics complaint filed against mayor, council

GAINESVILLE - A Gainesville homebuilder has taken his fight against city hall to a new level.

Grant Smereczynsky has now filed a complaint with the state Ethics Commission against the mayor and city council.

Smereczynsky says the city is bound by its code to equally protect its citizens - but he is not getting that representation.

For two years, Smereczynsky, the CEO of Building Systems Network, has been fighting the city's refusal to allow him to erect houses built off-site and assembled on-site in subdivisions the city says are for "site-built" houses only.

His complaint names Mayor Bob Hamrick and council members Ruth Bruner, Myrtle Figueras, and George Wangemann. Danny Dunagan, the other member of the council, has only been in office since December.

Smereczynsky's dispute began in May 2005 when the city issued a "stop work" order on a house (see accompanying picture) he was erecting in Waters Edge Subdivision .

He has suits against the city working their way through state and federal courts and says he has filed letters of complaint with the Governor and Lt. Governor's office, the state Attorney General, and the National Association of Homebuilders, among others.

Efforts to reach Mayor Bob Hamrick for comment on the ethics complaint have been unsuccessful.
