Recent revelations about board of tax assessors, court clerk discussed with HCC

GAINESVILLE - Hall County Commissioners Monday were urged to take action on allegedly questionable activities by the Tax Assessors Board chairman and the county clerk of courts.

Commission Chairman Tom Oliver proposed taking action at Thursday's regular meeting after hearing from the finance department about the clerk of court and County Attorney Bill Blalock concerning the Tax assessor allegations.

Hall County Tax Payer's Association President Doug Akin told commissioners in both cases they need to take the lead.

"The public out there, they see you as the boss," Akin said. "If you don't say anything and you're quiet, they say you're either part of the solution or part of the problem."

Akin proposed requiring Clerk of Courts Dwight Wood to pay the county a refund for county work done on passports Wood issued, reportedly keeping the $25 fees for himself.

Akin proposed suspending Assessors Board Chairman Emory Martin Jr. with pay and benefits pending the outcome of an investigation into Martin's alleged improper receipt of $66,000 for a total of 660 days he claimed he worked.

Wood and Martin deny any wrongdoing.

BOND REFINANCE

Hall County Commissioners learned Monday they need to approve a new finance agreement on the Spout Springs sewer treatment plant because of the sub-prime lending crunch.

Attorney Tread Syfan said the bond insurer's credit rating dropped and Hall interest payments went up, calling for a resolution for refinancing the $14 million debt.

"This will support new bonds that will produce monies to pay off the old bonds and restore our credit rating," Syfan said.

Syfan said the county's credit rating dropped because the bond insurer, Excell Capital, dropped to a sub-investment level rating.
