Hall commission expands assessors board, drops per diem

GAINESVILLE - By Sept. 1 Hall County will have a different Board of Tax Assessors; Hall commissioners made the changes Thursday night.

Two motions came at the end of the regular meeting, a motion to expand the board by two members and set pay at a monthly rate for assessors at $400; $450 for the chairman, and no more per diem pay.

It was the alleged abuse of per diem by the chairman that made the assessors board the subject of an investigation.

"This goes a long way toward clearing up per diem, this takes per diem out of it and puts it on a flat basis," Chairman Tom Oliver said.

Oliver nominated Bobby Hulsey; Vice Chairman Steve Gailey nominated Victoria Cook.

Commissioners set Sept. 1 to start the new pay and the new assessors.

"They have a fair amount of training to go through and so we've got to make sure that everything's in place before we get it put together," Oliver added.

Gailey also suggested raising the per diem for planning commission members, maybe to the same level as county commissioners.

SPECIAL EVENTS, BUT WATCH IT

Commissioners approved Holiday Marina's Special Events license, but not without strict conditions.

The commission heard from Marina supporters, including the Corps of Engineers, and then heard from homeowner Robert Davis, who opposed the license.

"The Marina should use common sense in locating essentially a 'honky-tonk' with no walls," Davis said.

Commissioners limited large special events to weekends with a 10 p.m. cutoff time with no exceptions and license revocation after two noise citations.

RED SHIRTS GO HOME

Homeowners donned red shirts and were all set to oppose the arrival of an equestrian center in their neighborhood.

Then Attorney Rob Chambers made this announcement and they left without voicing their protests.

"We're willing to work with this community and be good neighbors, but at this time we'd like to ask that it be tabled until at least Aug. 14," Chambers said.

Commissioners agreed to delay the rezoning request but warned that next time it will be heard or withdrawn, since this is the second time it's been tabled.

The application came from Lora Cushard for an 11-acre site on Ivy Drive; residents fear devalued property and traffic near their homes.

SEMI-ANNUAL TAXES

Commissioners voted to put a non-binding resolution on November's general election ballot to allow voters to decide if they want twice a year property tax bills.

If approved, property tax bills would be issued in August and again in December.

The commission approved increases in Environmental Health fees mostly affecting restaurants and swimming pools, but amended the request to phase inspection fees on septic systems over two years in $25 dollar increments from $75 to $150.
