If he wins Baker, a Democrat, would be Georgia's first black governor.
Baker will file the paperwork to enter the race on Wednesday, aides said.
Baker served nine years in the state House of Representatives, where he rose to become a floor leader for then-Gov. Zell Miller.
When Miller appointed Baker attorney general in 1997, he made history as the first black to hold the post. In 2006 he was elected to his third four-year term.
