GAINESVILLE - With very little fanfare, the Gainesville City Council gave second-reading approval to the FY 2012 budget Tuesday night.

As expected, the budget passed 4-1 with Councilman Bob Hamrick the lone holdout. Hamrick had supported returning a portion of a city budget surplus to the taxpayers. Instead, the $5 million surplus will be used to shore up the city's rainy day fund.

The new budget holds the line on taxes. The plan goes into effect July 1.
