Lawmakers await details of governor's failing schools plan

ATLANTA (AP) State lawmakers plan to begin discussing Gov. Nathan Deal's proposal to turn over management of failing schools to a state-run district. <br /> <br /> The joint education committee with lawmakers from both the House and Senate is scheduled to meet this afternoon at the Capitol in Atlanta. Deal gave some details about the proposal during his inaugural and State of the State addresses in January. <br /> <br /> Some in education already have questioned the idea. <br /> <br /> The change would take a constitutional amendment, requiring approval by at least 2/3 of senators and representatives and a statewide vote. Lawmakers say Deal's staff already has held meetings with legislators but haven't shared all details of the proposal. Deal's administration also plans a fact-finding trip to New Orleans. Louisiana lawmakers created a recovery school district there in 2003.
