The third phase of the Appalachian Parkway in White County is moving forward after a contract award from the Georgia Department of Transportation last month.
The $11 million awarded to CMES, Inc. was the largest among the 10 project awards in June. Total awards for the Northeast Georgia region in June is $28 million.
GDOT said the third phase of the Cleveland Bypass - known as the Appalachian Parkway - will start at the intersection of State Route 11/US 129 and end at the intersection with State Route 75. Hulsey Road will be widened to four lanes with a center turn lane. Once the project begins, it will take about 510 days to complete.
Spout Springs Road financing delayed
Funding for the widening and reconstruction on Spout Springs Road in South Hall County was deferred in June.
The project calls for widening Spout Springs Road from a two-lane roadway to a four-lane divided roadway with a 20-foot raised median and sidewalks. The project starts at I-985 and ends at Union Circle, spanning a total distance of 3.2 miles.
GDOT did not indicate when the contract for the project might be awarded.
511 Navigator to expand along I-985
Additional cameras and information systems will be installed at various locations along I-985 in Gwinnett and Hall Counties. The expansion provides HERO and CHAMP operators real-time information on traffic flow. Carlson Construction Services LLC was awarded the contract in the amount of $1.5 million. The project will start in Suwanee at I-85 and I-985 and end in Gainesville at Jesse Jewell Parkway and I-985. The expansion should be finished by June 30, 2020.
Resurfacing projects awarded
- State Route 53, in Forsyth and Dawson Counties, will be resurfaced from State Route 183 and extending south of Chestatee Height Road. C.W. Matthews Contracting Co. Inc. will be doing the work which has an estimated completion of December 15, 2020.
- State Route 17, in Habersham and Stephens Counties, will be resurfaced by C.W. Matthews Contracting Co. Inc. between State Route 184 and State Route 365. The project has an estimated completion date of May 31, 2020.
- State Route 115, in White County, starting at the Lumpkin County line and extending to North Bell Street. Pittman Construction Company will resurface the road with a scheduled completion date of December 15, 2020.
Rumble strips, signing and striping upgrades part of June contract awards
Rumble strips, a road safety feature used to alert drivers of lane lines, will be upgraded throughout 11 counties in the region. The routes and locations below were identified by the district based on crash history.
This project was awarded to Southern States Pavement Markings, LLC for $2 million. The estimated completion date is June 30, 2020.

Other awards
An off-system safety project including 50 miles of highway signs, striping, and pavement markings on 25 county roads was awarded in Clarke County to Brown’s Asphalt Maintenance Inc. for $480,814. The estimated completion date for this project is June 30, 2020.
Barrow County also received an off-system safety project which includes nearly 50 miles of highway signs, striping, and pavement markings on 15 different roads.
This project totaled $427,971 and was awarded to Mid-States Striping Inc. June 30, 2020 is the estimated completion date for this project.
Habersham County will also receive signing and striping upgrades on various county roads. This project was awarded to Roadscape North Florida and totals $155,527.
This project spans 42 miles and includes highway signs, striping, and pavement marking on 15 county roads in Habersham. June 30, 2020 is the estimated completion date.
Additional details and lane closures related to these project will be communicated as construction begins.
