JEFFERSON - It's back to the polls Tuesday in Jefferson for a city council runoff between David Varnedoe and Roger Cooper.
Varnedoe was the top vote getter the first time around - by one vote.
He garnered 45 votes in the November balloting, to 44 for Cooper.
They are vying for the Ward 2 council post.
