KANSAS CITY, MO. – Oakwood City Manager Stan Brown was recently named to the American Public Works Association (APWA) 2015 Top Ten Public Works Leaders of the Year.
Each national Top Ten Public Works Leader will be honored during the Awards Ceremony of the APWA 2015 International Public Works Congress & Exposition taking place in Phoenix, Arizona during August 30 – September 2, 2015 at the Phoenix Convention Center. Brown will also be presented the award locally on Monday, May 11, 2015 at 6:00 p.m. at the Oakwood City Council Meeting.
The APWA Top Ten Public Works Leaders of the Year program honors excellence and dedication in public service by recognizing career service achievements of individual public works professionals and officials, from both the public and private sectors. As one of the most prestigious awards presented by the association, the Top Ten Public Works Leader award is given to honor the public works professional’s career, in which he or she demonstrated excellence in public works, services and infrastructure in his community through advancement of public works services and technology.
Brown has worked in local government for over 27 years, holding various public works, engineering and management positions in Georgia, Colorado and Wyoming. As the Oakwood City Manager, he leads and directs city staff composed of General Administration, Public Works, Planning & Development, Engineering and Police. Under Brown’s leadership, the city broke new ground with over 30 public-private partnerships for delivery of city services. He also developed and implemented a growth strategy for Oakwood that resulted in over 100 annexations in one year, and he completed the build-out of the city’s 250-acre industrial park in less than seven years with a $1.5 million net profit. His work has culminated in Oakwood’s 2030 program setting the vision and implementation strategy for creating a downtown and commercial center in the future.
On the Georgia state level, Brown worked with the Department of Transportation (DOT) to streamline the Local Maintenance and Improvement Grant funding distribution method, which enhanced the program’s effectiveness and reduced administrative costs for the state and local governments. He annually teaches newly elected County Commissioners about transportation and public works for the Association of County Commissioners of Georgia, and he serves on the Hall County Joint Municipal Association as Executive Secretary. Brown has also served as President of the APWA Georgia Chapter – Northeast Branch.
