Two dogs found neglected in Buford, owner cited

A Buford woman has been cited for animal neglect after one of her pet dogs was found tethered to a tree unable to get to food and water and another was found wandering with an injury.

Gwinnett County Animal Control found the animals on January 3 on Railroad Avenue when a neighbor complained about a black dog that had been running loose for several days.
 
The officer said he was able to catch the dog and found the animal had an injury to its right hip. He then went to the owner's home and found another dog - a pit bull - tethered to a tree.
 
"The tether was wrapped around the tree and the canine had only about 3 feet of cable. The canine had no food or water and only had a plastic dog crate for a dog house.  The crate was full of water and mud.  The cable would not allow [the] canine to reach the crate or any food or water," the officer wrote in his report.
 
The report said the owner of the dogs was not home at the time. The dogs were impounded, taken to a local vet and then to the Gwinnett County Animal Shelter. 

The Animal Control officer went back to the home on January 8 and issued four citations to the owner of the animals. Elaina Green was cited for two counts of animal neglect, one count of no restraint and one count of tether violation. 

Animal Control said the two dogs have been gaining weight since they have been housed at the shelter, although both are heartworm positive. The dogs will be released to a rescue group and will not be available for adoption through the GC Animal Shelter.
